It appears that the Departmental Board had a deep dive on the threat of a pandemic back in 2016. It produced some pretty shocking numbers in some scenarios but, not only was none of it acted on, Jeremy Hunt couldn't even be persuaded to turn up to the meetings. This matches his behaviour a few months later during Operation Cygnus when he stopped 'playing' halfway through because he didn't like being asked to make difficult decisions.
So a flu pandemic plan from 2011 went unchanged as our only pandemic readiness. Meanwhile civil servants time was being prioritised on planning for a no-deal Brexit.
Imagine three more years of this? The political classes will hope that most people will never get to hear about this level of detail.
